Wholesale Electricity Market Rules

These Wholesale Electricity Market Rules (WEM Rules) are established under the Electricity Industry (Wholesale Electricity Market) Regulations 2004The purpose of the WEM Rules is to govern the operation of the market for the wholesale supply of electricity in the South West interconnected system.

The initial Market Rules, approved by the Minister on 1 October 2004, were published in the Government Gazette on 5 Ocotober 2004.  To access these Rules click on the link below:

During the transitional phase, that is, prior to the commencement of the energy market start, the Minister for Energy approved and published all Market Rule changes.  The Minister in performing this role was assisted, through the Office of Energy, by the Transitional Market Advisory Committee and its working groups.  

The Transitional Market Advisory Committee was the consultation vehicle on transitional Market Rule changes. It comprised industry participants in all areas of the electricity industry in the South West interconnected system.  A total of five working groups were established to provide the Committee with their expertise and assistance in developing changes to the Market Rules and Procedures.  

The Minister of Energy approved Amending Rules to the Wholesale Electricity Market Rules on 26 August and 3 September 2005.  These were published in the Government Gazette on 9 September 2005.  The Minister also approved additional Rule changes on 16 December 2005 that are soon to be gazetted.

This document contains a consolidated version incorporating amendments that were gazetted in September 2005 and the additional amendments that were approved by the Minister in December 2005 which will shortly be gazetted.

For the version of the Wholesale Electricity Market Rules that is currently in force under the Electricity Industry (Wholesale Electricity Market) Regulations 2004 please refer to the Government Gazette.

In the longer term, post energy market start, the majority of WEM Rule changes will be approved by the Independent Market Operator (IMO).  The IMO is anindependent statutory corporation, that is tasked with the administration of the Wholesale Electricity Market.  The IMO will establish the Market Advisory Committee which will assist IMO in its role of approving and amending Market Rules and Procedures.
