Electricity Networks Access Code 2004

The Electricity Networks Access Code 2004 (the “Access Code”) prescribes commercial arrangements, including charges that will apply in respect of electricity generators and retailers accessing Western Power’s electricity network within the South West Interconnected System (SWIS).  Initially, only the SWIS will be covered under the Access Code, but there is potential for other networks to be covered.

A principle underlying the Access Code is the importance of negotiated outcomes between Network Service Providers and Access seekers. A key objective of the Access Code is to balance the interests of the users and the Network Service Providers by ensuring a level playing field as a basis for negotiations rather than being overly prescriptive. In this respect, the new Access Code provides a comprehensive regulatory regime, whilst providing significant flexibility and discretion to parties.

The Access Code was approved by the Minister for Energy on 30 November 2004 and is independently administered by the Economic Regulation Authority (ERA).

Network Access Code Amendments 2005

Amendments to the Access Code were published in the Government Gazette on 8 November 2005, following public consultation during September and October 2005.

These amendments related to:

  • Establishment of the tariff equalisation contribution;
  • The treatment of capital contributions; and
  • Minor drafting corrections.

The version of the Electricity Networks Access Code 2004 below has been posted to the Website to enable users to access the various Appendices.  It includes the amendments that were made to the document as a result of the amendment process that was completed on 8 November 2005.
