
The ability for other parties to use (have access to) networks to transport electricity.
A person or organisation that can choose to purchase electricity from any retailer, including Western Power, because their consumption of electricity is above the current access threshold.
Does NOT mean privatisation. It simply means the breaking up of a large organisation into smaller units. In this case, it is the creation of four separate business units – Generation, Networks, Retail and Regional Power – out of the existing Western Power structure. These business units will remain State-owned.
Extending the right to choose an electricity retailer to all customers, regardless of size.
The production of electricity. After disaggregation, State Generation (Verve Energy) will be the State-owned business responsible for providing generation.
The equipment and facilities used to transmit and distribute electricity. In very general terms, transmission is the large-scale transportation of electricity while distribution is the so-called “wires and poles” delivery of electricity to households. After disaggregation, State Networks (Western Power) will be the State-owned business responsible for transmission and distribution functions.
The regional non-interconnected systems are the isolated electricity supply systems owned by Western Power, for supply of electricity to its customers in the regional towns outside of the South West Interconnected System and North West Interconnected System. It does not include those regional towns that are not supplied by Western Power.
North-West Interconnected System. This is the area currently covered by Western Power’s Pilbara Power branch.
The new, State-owned entity, Horizon Power will look after all electricity consumers outside of the SWIS (in other words, all consumers within the NWIS and non-interconnected systems).
The business that sells the electricity to the customer. After disaggregation, customers will receive their electricity bills from Synergy.

An electricity price cap. The uniform tariff means that regional customers and small business, for example, pay the same maximum price for electricity as metropolitan consumers. Retention of the uniform tariff is an essential element of the planned electricity reform.
